The project is designed to clean and recondition the canal, which provides water and flood mitigation for 600,000 hectares of cropland and 200,00 residents. Work will include improving the San Francisco south catchment basin, the Quebracho Herrado canal and the central channel, building flood protection barriers and refurbishing the mouth and riverbed of the Las Tortugas river. The project is urgently needed as the canal's maintenance has been neglected. It has only had one small investment in improvements in 1980 since its construction in 1939. Flooding in the area has been a problem due to the condition of the canal.
